According to the Philly Inquirer, the NCAA may be starting the process to give Joe Paterno and Penn State all its wins back from 1998 -2011. A report that was published showed that the NCAA didn’t even know if they could take away his wins in the first place. It’s only taken the NCAA three years to question the most arbitrary punishment in league history.
