A California sheriff was caught on tape beating a man after he was tazed during a chase. The man was stealing a horse and fled on it before he was caught when he fell off. The officers tazed the man and then proceeded to hit him while he was on the ground. Wait what? No one’s tried to steal a horse since the 1800’s.
