Netflix wants to continue its dominance on a global scale so is going to begin offering some countries outside the United States a $4 per month plan that only lets you watch on mobile devices. They hope this can help them take over the asian market. Netflix got you to prefer the TV to the movie screen and then the computer screen over the TV screen, now just watch it on something smaller than your palm.
