The FDA has no definition available for what nacho cheese is. They have definitions for cheddar, cheese whiz, cheese sauce, but nothing for nacho. The maker of Doritos says “The flavor Nacho cheese is made with cheddar and Romano cheeses.” But, really, nacho cheese can be whatever you want it to be.
