A young woman at Chilifest in Snook, Texas was able to play her way out of a citation for underage drinking when a police officer offered her chance to play Rock, Paper, Scissors. Her rock beat his scissors and she walked away without a ticket. The cop is now facing disciplinary action. This probably means the department is also going to be against leaving drunk driving arrests up to a toin coss. Wait, what?
