It’s the City of Brotherly Love but they will smack the chick out of a woman. Philadelphia police confirm to Action News they are investigating a video that shows an officer punching a woman. The video, which appears to have been shot at the Puerto Rican Day Parade on Sunday, was uploaded to YouTube with a date stamp of September 30, 2012.
