A dispute over the $25,000 service charge tacked onto all apartments in Dubai’s Burj Khalifa led to the shutdown of elevators and air-conditioning for some in the 108 story building over the weekend. The buildings super is still waiting for complaints as the residents have been trekking down the stairway for three days now.
