In anticipation for ‘Go Topless Day’, Kelowna mayor Walter Gray was asked by a female journalist if women going topless in public should expect to be arrested. As he was finishing his answer the reporter, Lori Welbourne, removed her blouse to a visibly flustered Gray who herniated a disc while attempting to avert his gaze.
