Is This a Racist McDonalds Ad from 1976!?

A Mcdonalds print ad from 1976 has surfaced which featured nothing but black people in it and the copy “You don’t have to get dressed up, there’s no tipping…”. Buzzfeed found the picture, but is it racist or are people just reading into it? Also, why didn’t “dinnertimin'” ever take off?
